Using data collected by the Wisconsin Department of Public Instruction, we have identified 60 Wisconsin school districts where the average teacher salary declined during ten years of Act 10. We compared average teacher salaries for SY 2010-11 with the average teacher salaries for SY 2019-20. (the most recent data available). Here are the most common reasons why the Average Teacher Salary would decline in a school district:

• Retirements of teachers at the maximum of Pre-Act 10 salary schedules
• Active "purging" of older teachers by District Administration via non-renewals, forced resignations, and other treachery
• Minimal raises for early and mid-career teachers
• Absence of Career Salary system; Irregular Pattern of Raises Based on Administrator or School Board Whims
• Implementation of Salary System With Minimal Opportunity for Career Salary Advancement
• Years-long salary "freeze" for highly experienced teachers.+
• High turnover rate of young teachers seeking better career salary opportunities. Some districts have had 80%+ turnover rates since 2011.

The districts are organized from greatest salary loss to least salary loss.  The greater the salary decrease, the more of the above factors likely apply to that district.

If you are being recruited by one or more of these districts, we urge you to exercise EXTREME CAUTION before agreeing to teach in one of these districts. Wisconsin has over 400 public school districts, many of which are recruiting teachers. By April 2021, we will have a page giving detailed information about how every public school district in Wisconsin has treated teachers since Governor Walker & the Republican Party imposed Act 10 upon Wisconsin's teachers on July 1, 2011.
