Kenosha County is definitely purple Wisconsin with about 51% voting for Trump and Standing With Walker from 2011 to 2018.
Likely owing to it's proximity to northern Illinois, most districts gave teachers double digit raises in order to stem the exodus of teachers to the much higher paying districts in northeastern Illinois. While not as good as Minnesota, many Wisconsin teachers could see $10,000 pay raises or more by migrating to the higher salaries and better schools located in northern Illinois.
The increase in average teacher salaries for the Paris school district was 13.2% which was far below the inflation rate.
We think that there is a typo in the amount of Superintendent pay the Paris district reported to the state. We doubt that this district increased Superintendent pay by 149% since 2011.

Though these were the salary numbers reported to the Wisconsin Department of Instruction by the district, we suspect that the 2010-11 salary was for a percentage of FTE while the 2020-21 salary was for a full time Superintendent.
