At the same time, the School Board has increased the Superintendent salary by 24%. 

Likely there is a significant teacher turnover rate in this district which has depressed the average teacher salary increase. We suspect that the school board in this district has increased the pay for teachers and the superintendent relatively equally at only half of the inflation rate. Might be some money problems due to declining enrollment or money taken by the voucher schools.
